3. CLIMATE:
The climate of Oakdale is typical of the San Joaquin Valley, with mild winters and hot, dry summers. The average temperatures range from 46 degrees to 80 degrees. Rainfall is moderate, averaging about 12 to 14 inches per year, as is typical of the Valley, and occurs primarily during the winter months (November through March). Frequent temperature inversions which occur during the winter cause low stratum fog conditions, resulting in poor ground level visibility.
Based upon National Weather Service Data from Stockton, the prevailing winds in this part of the San Joaquin Valley are from the West or West-Northwest during the nine months between March and November. During the winter months of December, January, and February, winds are typically from the Southeast.

5. INDUSTRIAL SITES
Oakdale's industrial area prior to the annexation of the South Oakdale Specific Plan encompassed 500 acres within the city limits. Approximately 225 acres remain vacant and available for development with adjacent sewer and water in place. Parcel sizes range from 1/2 acre to 20 acres in size. At Hi-Tech Industrial Park, some 11 acres are available for lease or sale ranging from 1/2 acre to 2 1/2 acres in size. Smaller sized lots of about 1/4 acre in size are available within the 10 acre Downing Industrial Park. These original 500 acres with the exception of 30 acres primarily owned by ATSF Railroad being zoned M-1, (Light Industrial are zoned L-M (Limited Industrial).
In 2006 the City completed the South Industrial Specific Plan Process which added approximately 500 acres to the City’s existing industrial land. The South Industrial Specific Plan area is comprised of 32 parcels and consists of two land uses and three zoning districts with 166 acres of the area currently developed with farmhouses and related farm structures. There are 116.3 acres of proposed L-M (Limited Industrial); 223.5 acres of M-1 (Light Industrial) and 5 acres of RE (Rural Estate). The Rural Estate designation would permit estate homes on 3 acre minimum lots.
With the annexation and ultimate development of the South Oakdale Specific Plan area, the City has planned the extension and expansion of major East/West and North/South transportation corridors and the expansion and extension of existing sewer and water lines as development occurs.
All industrial properties are subject to the City’s Industrial Design Standards and those parcels within the South Oakdale Industrial Specific Plan area are subject to the plan adopted by the City Council in May of 2006.

All property / residential commercial, industrial is appraised at full market value as it existed on March 1, 1975, with increases limited to a maximum of 2% annually. Property created or sold since March 1, 1975, will bear full cash value as of the time created or sold, plus 2% annual
increases. The basic tax rate is $1.00 per $100 appraised (real cash) value plus any taxes levied to cover bonded indebtedness for county, city, school, or other taxing agencies. Appraised valuations and tax rates are published annually after July 1.

Class 1 represents exemplary public protection, and Class 10 indicates that the area’s fire-suppression program doesn’t meet ISO’s minimum criteria. )
f. The City has a Redevelopment Agency and is putting significant resources into reinvestment programs to revitalize and enhance the historic downtown. Oakdale also strongly supports the retention and expansion of existing businesses, and facilitating location of new businesses within the community. The city is presently preparing two specific plans for approximately 685 acres of territory adjacent to the City and situated within the city's Sphere of Influence. The development of the specific plans is guided by Livable Cities (Ahwahnee Principles for Smart Growth) guidelines incorporated into the City's General Plan. Construction is complete at Burchell Hill (the first completed specific plan community) and new homes are currently under construction in the Bridle Ridge Specific Plan community by five different home builders.

Oakdale, and its surrounding area, has a good pool of unskilled and semi-skilled labor. A number of residents, skilled and semi-skilled commute daily to work places in Modesto, San Joaquin County, and the Bay Area. Training programs are available to employers through Stanislaus County Department of Employment & Training and the State of California Employment Training Panel.

HEALTH: Oakdale has 1 general hospital with 150 bed capacity; 2 community health centers, 2 residential care facilities, 1 skilled nursing facility, 24 physician/surgeons; 12 dentists; 4 optometrists, and 8 chiropractors.
EDUCATION: 4 elementary schools, 1 junior high school, 1 high school, 1 charter high school, 1 continuation high school, and 2 rural. California State University, Stanislaus, is located 28 miles south of Oakdale, Modesto Junior Colleges is about 13 miles South/West. Columbia College now has classes on the Oakdale High School campus.
CULTURAL: 19 churches; 1 library; 1 weekly newspaper; 1 daily newspaper; 7 TV channels received direct; 1 TV cable system (Comcast); 7 banks; 17 parks; 8 playgrounds. Other recreation facilities include: 8 tennis courts; 1 private golf course; 1 swimming pool; 9 baseball diamonds, 6 horseshoe pits; 1 volleyball court, 3 basketball courts, 3 soccer fields and nearby lakes for fishing, boating and water sports. Within a two-hour drive, one can be in San Francisco, on the ocean beaches or enjoy year-round activities in the Sierras.
16. HOUSING AVAILABILITY, PRICES AND RENTALS:
Rentals for one and two bedroom apartments and duplexes range from $575 to $875 per month. Rentals for two and three bedroom houses range from $850 to $1400 per month. Median price range for houses sold in Oakdale in 2008 was $300,000. There are suburban areas within 4 miles of Oakdale offering home prices from $150,000 to $1,000,000 plus.

19. REMARKS:
Oakdale is located near the Northern tip of the San Joaquin Valley within a two-hour drive of the Sierra Nevada’s mountains and foothills, San Francisco, and the Pacific Ocean. Oakdale is a hub of recreational activity from the Stanislaus River winding through town, as the gateway to Yosemite National Park, and offering opportunities for water sports and fishing. Nearby lakes are well suited for boating and water skiing. Camping, hiking, hunting, and fishing are available in the nearby Sierra foothills.
